Truro & Penwith Academy Trust (TPAT) is a multi-academy trust comprising of 28 primary and secondary phase schools. As Cornwall is a unique region of the country, they aim to nurture the individuality of the schools within the Trust, identifying the areas of strength and distinctive features of the local community in order to promote sustainable improvement.
In 2018, we reviewed the use of our PE and sport premium and provision across the Trust and it was clear that our schools needed help with measuring the impact of the numerous interventions they were using to develop the physical literacy of their pupils. This was to help ensure compliance in terms of the PE and sport premium, but also to aid development of teaching and learning of physical literacy across the Trust.
The main challenge and the reason we worked in partnership with Create to develop the Wheel was because we wanted to empower and engage all teachers across the Trust. The experience and confidence to deliver PE varied from teacher to teacher, so to encourage consistency, we required a simple and intuitive system to host our co-developed framework for PE.
Apart from the above, one of the main reasons we went with Create Development was their ethos and experience in developing physical literacy within primary schools and their holistic approach to child development. Personally, I had reviewed a raft of tools and I could not find one that would work with the PE national curriculum. It was a breath of fresh air to finally be in discussions with an organisation that had a tool that could be tailored to our schools specific needs and contexts. Relationships were built as time was invested on both sides and an excellent partnership developed. Head teachers from across the Trust worked with Create and the Health, Wellbeing and Sport team to develop the Wheel to minimise staff workload and improve usability and effectiveness.
The Wheel has allowed PE Coordinators to measure the impact of their interventions from the PE and sport premium, and given head teachers and senior leaders an overview of PE provision within their school. This was the original challenge that it met, however, the Wheel has allowed the Trust to do so much more. The platform allows us to identify those on Free School Meals and those with SEND, and the reporting function enables us to compare groups and informs planning and resourcing around support and interventions. It has also allowed individual teachers to take more control of their teaching and development of physical literacy; it shows them where and how their students are progressing. The Wheel is used in conjunction with our CPD for teachers around physical literacy. It is clear that the Wheel allows whole school impact and has ensured that more of our primary school teachers are delivering physical literacy sessions confidently and consistently, and has changed practice across the Trust.
Clear lines of communication and support between Create Development and the Trust has meant that, over the years, this really has been an excellent partnership that has had an impact not just on pupils and staff, but also educational leaders across the Trust.

The Wheel has helped to guide, shape and focus interventions and PE delivery across the Trust. It is an interactive tool that allows parents to see reports and progress, along with providing information for teachers about individual, class and whole school progress as well as across the Trust as a whole.
